Being a cat person myself, and not knowing anything about dogs... my first thought is... such a poor dog would be happier at home in the quiet shade. But, I suppose, in reality, as long as he's had a long drink and a rest, there is no where he'd rather be. Than with his master and in the thick of a gathering of happy people.
Most dogs do enjoy outings, but too often masters forget that their dogs need lots of water too. Also, this was a street fair and pavement gets awfully hot in full sunshine. IMHO the dogs would have been better off staying home this time around.
